I've added API Proper pH 7.0 to a newly setup tank. The water has gone very cloudy & furry. Can anyone help?

apparently this is due to the water being slightly acidic to start with due to the excess hydrogen protons released druring respiration of microorganisms, a small supply of human seamen woiuld solve this.
